ICCR Scholarship— Fully Funded Scholarship in India

Indian Council for Cultural Relations(ICCR) is on a mandate of administering the ICCR scholarship schemes facilitated by the Government of India. Every year, ICCR awards about 3940 scholarships under 26 different schemes to foreign students from about 140 counties. Amongst these 23 schemes, six are funded by ICCR from its’ own grant and others are administered on behalf of MEA and Ministry of Ayush. The courses offered for studies are for undergraduate, postgraduate, and M. Phil /Ph.D. levels. In every academic year, ICCR holds about 6,000+ foreign students who are studying at various Central/States University, Institutes, NITs, and Agricultural Institutions, etc.

The Indian Council for Cultural Relations was founded in 1950 by Maulana Abul Kalam Azad, independent India’s first Education Minister. Its objectives are to actively participate in the formulation and implementation of policies and programs pertaining to India’s external cultural relations. Importantly, to foster and strengthen cultural relations and mutual understanding between India and other countries.

India is known as education hub attracting international students from all over the world. Indian’s diversity and vibrant history tender a wide range of options for students. With access to such rich diversity as well as a rapidly growing country on the cutting edge of the technological revolution, studying in India has much to offer, whether an applicant interests Engineering, Computers, Philosophy, Politics, or in Classics, etc.

In a step forward towards “Digital India” ICCR developed “Admissions to Alumni (A2A Portal), popularly known as the A2A ICCR Scholarship Portal” to streamline and make the scholarship work transparent. Candidates can now easily access the application form for ICCR scholarship online on the A2A portal.

 

Catogories of ICCR Scholarship Schemes

1)  General ICCR Scholarship Scheme               

The GSS is one of the important scholarship schemes of ICCR for Foreign Students which is awarded at the level of undergraduate/postgraduate levels and for pursuing research to foreign students belonging to Asian and Latin American Countries.

2) Bangladesh—India ICCR Scholarship Scheme   

Being neighboring country India has taken initiative for the upliftment of Bangladeshi and to make strong cultural and academic relations, the Govt. of India introduced the following schemes:

i) Bangladesh Scholarship Scheme (the ICCR Scholarship for Bangladeshi Student)
ii) India Scholarship (Bangladesh) Scheme
iii) Border Guard Bangladesh Scholarship Scheme

to pursue Undergraduate/Postgraduate, Ph.D. including engineering courses on behalf of MEA to the Bangladeshi nationals under which more than 200 students are benefited every year.

3) Commonwealth ICCR Scholarship Scheme          

The scheme to implement the policy of Commonwealth countries to contribute together in providing higher education to each other under which the Government of India through ICCR is providing scholarship at the level of undergraduate/postgraduate/doctoral and Research courses in Indian Universities to the students for Commonwealth Countries.

4) Nehru Memorial ICCR Scholarship Scheme 

Since Sri Lanka has strong linkages with India since ancient time, the Government of India for the revival of brotherhood roots introduced these schemes through ICCR under the same sub-schemes in the name of eminent leaders like.
i) Nehru Memorial Scholarship Scheme (ICCR) – The scholarship schemes are for Srilankan nationals covering all UG courses including engineering and excluding medical courses.
ii) Nehru Memorial Scholarship Scheme (MEA) – The scholarship schemes are for Srilankan nationals covering all UG courses including engineering and excluding medical courses.
iii) Maulana Azad Scholarship Scheme – This Scholarships meant for Human Resource Development in the fields of Agriculture, Sciences, and Engineering for study at Post-Graduate level.
iv) Rajiv Gandhi Scholarship Scheme – These Scholarships for studies in the field of Information Technology for studies at the UG level.

5) CEP/EEP ICCR Scholarship Scheme 

Under the Cultural Exchange Programme/Educational Exchange Programme signed between India and other foreign countries, the ICCR offers slots as indicated in the CEP/EEPs slots for pursuing undergraduate, postgraduate and doctoral courses. The slots are offered only to those countries where we have valid CEP/EEPs. Terms and conditions are governed by the terms and conditions of the CEP/EEP’s.

6) ICCR Scholarship Scheme for Indian Music and Dance

ICCR Scholarship Scheme for training in Indian Music and Dance. India has unique identity in its culture and heritage special in Music and Dance to explore possibilities worldwide. The ICCR offer more than hundred scholarships to study Indian Classical Music, Dance, and Yoga, etc. to the foreign students

7) Silver Jubilee Scholarship Scheme – MEA

Since India has unboundable relations with Nepal, the Ministry of External Affairs introduced Silver Jubilee Scholarship Scheme for the benefit of the Nepali nationals, at present 64 scholarships are offered to Nepalese nationals under Agency Work on behalf of MEA.

8) AYUSH Scholarship Scheme for BIMSTEC Countries – MEA

This scheme is meant for BIMSTEC countries. Under this scheme, 30 scholarships are provided to pursue courses in Indian traditional medical systems such as Ayurveda, Unani, Siddha, and Homeopathy. The BIMSTEC countries covered are Thailand, Nepal, Bangladesh, Sri Lanka, Bhutan, and Myanmar. This scheme is handled by ICCR as agency work on behalf of BIMSTEC Division, MEA.

9) Aid-to-Maldives Scholarship Scheme – MEA

India believes to in making strong relationship with the neighboring countries and believes that education and cultures the medium through which people to people contact would be established. As part of soft power policy, the Govt. of India introduced schemes “Aid to Bhutan/Maldives/Mongolia for the benefit of the Foreign Students to the respective countries.

10) Mekong Ganga Co-operation Scholarship Scheme – MEA

The scheme to implement the policy of making strong relationship and believes that education and cultures the medium through which people to people contact would be established. The Government of India through ICCR is providing scholarships at the level of undergraduate/ postgraduate/Ph.D. courses in Indian Universities to the students for Cambodia, Laos, Myanmar, Thailand, and Vietnam.

11) Afghanistan Scholarship Scheme – MEA

Following PM’s visit to Afghanistan in August 2005, 500 scholarships have been awarded under SSSAN (Special Scholarship Scheme for Afghanistan Nationals to pursue university-level courses in India. It has now been increased to 1000 scholarships annually w.e.f. academic year 2012-13. It is administered as an Agency work for the MEA, but handled by ICCR. It is also known as ICCR Scholarship for Afganistan.

12) ICCR Indian Scholarship for Africa Scheme – MEA

Govt. of India has enhanced opportunities for students of African Countries(Nigeria, Ghana, Zimbabwe, Tanzania, Ethiopia and all other African countries ) to avail of 900 scholarships at undergraduate/postgraduate and higher studies.

13) Aid-to-Mongolia Scholarship Scheme – MEA

19) AYUSH Scholarship Scheme for Non-BIMSTEC Countries

This scheme is meant for Non-BIMSTEC member countries. Under this scheme 20 scholarships are provided to 93 countries to pursue courses in Indian traditional medical system such as Ayurveda, Unani, Siddha and Homeopathy on first-cum-first basis. This scheme is handled by ICCR as agency work on behalf of Ministry of AYUSH.

20) AYUSH Scholarship Scheme for Malaysian Nationals

This scheme is meant for Malaysia only Under this scheme 20 scholarships are provided to pursue courses in Indian traditional medical system such as Ayurveda, Unani, Siddha and Homeopathy. This scheme is handled by ICCR as agency work on behalf of the Ministry of AYUSH.

21) AYUSH Scholarship Scheme for South East Asian Region (SEAR) Countries

This scheme is meant for SEAR countries. Under this scheme 29 scholarships are provided to pursue courses in Indian traditional medical systems such as Ayurveda, Unani, Siddha, and Homeopathy. The countries covered are Indonesia, Thailand, Nepal, Bangladesh, Sri Lanka, Bhutan, Maldives, Thailand, DPR Korea, Myanmar, and Timor Leste. This scheme is handled by ICCR as agency work on behalf of the Ministry of AYUSH.

22) Scholarship Scheme for Children/Dependents of Afghanistan Nationals Defence & Security Forces – MEA

“Scholarship Scheme for Children/Dependents of Afghan National Defence & Security Forces (ANDSF)” was announced during the visit of Hon’ble Prime Minister to Afghanistan in December 2015 offering 500 slots for Under-Graduation Courses to the Children/Dependents of Martyrs of Afghan National Defence & Security Forces for the academic year 2018-19 onward.

Required Documents for the ICCR Scholarship

Instructions to all candidates filing the ICCR application form

Applications should be complete in all respects, with all the required information and all necessary supporting documents, as listed below:

    • A recent passport size photograph not more than 3.5×4.5cm (25kb) should be uploaded on the application form in the space provided. The photograph should be with white background and without spectacles.

    • A certificate of physical fitness in the prescribed form.

    • Recommendations/character certificates from existing school/University etc

    • Certified copies of relevant pages of candidate’s valid passport showing photograph, name, contact details, date of issue, date of expiry, and place of issue. Please ensure that your passport is valid for the duration of the course for which you have applied.

    • At the time of uploading the required documents kindly ensure that all documents uploaded correctly in the given module e.g. module for educational certificates should only be uploaded with the educational certificates only not other documents such as passport copies or photographs etc.

    • Original Certificates/ documents must be carried by the Applicant if admitted for verification by the concerned university/ Institute at the time of joining. This mandatory requirement otherwise admission can be cancelled by the University/ Institute and the ICCR will not be responsible for this.

    • In the case of Engineering courses, you must have Physics, Chemistry & Mathematics (PCM) in your school leaving examinations as this is mandatory for Engineering courses.

    Candidates are requested that they may apply on the portal along with following compulsory details of their Personal/Academic details.

    • Passport Number.

    • Age Proof (Birth Certificate /Any Unique Identity issued by the Government indicating the clear date of Birth)

    • Synopsis detail in case of Ph.D. candidates

     Note:  Ensure that certified copies of documents showing specific qualifications required for the course of your choice (such as GMAT scores for admission in MBA, TOEFL/IELTS scores for English courses etc.) are also attached. The requirements can be checked from the UGC/Institute/University website.

    (ORIGINAL CERTIFICATES/DOCUMENTS MUST BE CARRIED BY THE APPLICANT IF ADMITTED, FOR VERIFICATION BY THE UNIVERSITY/INSTITUTE.)

Eligibility for the ICCR Scholarship

  1. Candidates must be at least 18 years old at the time of application

  2. Applicants should, therefore, have good knowledge of English to the extent that they

    are able to fluently speak in English and comprehend lessons in English

    without any difficulty. 

  3. Applicants should have taken English Language test administered by the

    Indian Missions.

  4. Applicant should produce a medical fitness certificate from the

    recognized hospital of his/her country certifying the full wellness.

ICCR Scholarship Key Dates

  • The last date for online application for undergraduate and postgraduate courses is 15th February.
  • The last date for Ph.D. courses is 15th August
  • While the last date specifically the Ayush Scholarships is 31st July

How to Apply for the ICCR Scholarship

(a) Firstly, interested candidates must meet the program’s requirements and also possess all the necessary documents or records required.

  • Step 1: Visit the ICCR A2A Application portal (The ICCR Scholarship application form is found here)
  • Step 2: To apply for ICCR Scholarship first applicant should register. Before register for ICCR Scholarship, applicant should have a valid email id(address) and a mobile number. To register click on “Register” link on home
    page.
  • Step 3:  The registration form will appear; fill the mandatory fields and click on Submit button. After which you will receive a “Registration Successful” confirmation message.
  • Step 4: Now login using your Email Id(address) and Password which you provided into Registration form. To login click on the “LOGIN” button of the home page.
  • Step 5: After a successful login you will see a dashboard.  Theses three tabs have been provided on the dashboard — 

  |• Apply Application (Through this tab, you will apply for the ICCR Scholarship) |Check Status | View Profile

  • Step 6: Click on “Apply Application”. The application form will appear.
  • Step 7: Fill in the mandatory fields. Then click on Next button, Next page will appear.
  • Step 8: Fill in the mandatory fields and upload signature.
  • Step 9: Click on Next button, Next page will appear.
  • Step 10Upload Mandatory documents by clicking on Upload link. After uploading all documents, “Final Submit” button will get enable
  • Step 11: Click on “Final Submit” button, and confirmation message will display

 

Now the application will go to the Mission for further processing.

(b) Check Status – Through “Check Status” tab applicant can view the status of application.  Click on “Check Status” tab on dashboard.

(c) View Profile – Through this tab you can view your profile.
